Below is the updating of the de-escalation phases in the development process in the access to Phase 1 and 2. Listing the modifications introduced and applicable since May 25, in the Order SND/440/2020, of May 23.
Throughout Spain, the use of masks in public streets, in open air spaces and in any closed space for public use or that is open to the public is obligatory from Thursday 21st May. Whenever it is not possible to maintain a distance of two metres.
The rules of hygiene and prevention common to all activities are maintained, without prejudice to having to comply with those specific to each activity.
Updating of the de-escalation phases
The process of de-escalation by phases continues. In previous publications we have already reported on both Phase 1 and Phase 2 .
Now we update with the changes made in both Phase 1 and Phase 2.
Changes in Phase 1 of de-escalation
The first thing is to update the territorial units in Phase 1 from 25 May 2020.
Travel to the second residence halls, group meetings with friends or relatives of up to 10 people are allowed. Both at home and at the tables on the terraces of the bars, in the countryside during an excursion or for active tourism and nature activities. Inter-territorial mobility is also authorised between neighbouring municipalities of habitual transit for the carrying out of socio-economic activities. Without prejudice to the possibility of justified journeys to another part of the national territory for health, work or professional reasons, etc.
All establishments must expose to the public and ensure the maximum capacity of each location, as well as the interpersonal safety distance.
Retail shops and similar services.
The opening to the public of all retail trade and commercial premises and professional service activities is authorised, limiting the useful surface area for exhibition and sale to 400m2.
Remember that commercial or promotional activities are permitted. They must be accompanied by measures to ensure that no crowds are generated that would prevent the maintenance of the safety distance. Compliance with capacity limits, or which compromise the rest of the measures established for this purpose, with the appropriate measures being taken to avoid them. Including the immediate cessation of the aforementioned commercial or promotional actions if necessary.
Museums
The Autonomous Communities and the autonomous cities, in their respective territorial areas, may modify the capacity initially planned, provided that it is not less than 30% or more than 50%.
Cultural shows.
New seating rules are established. sS are held in closed venues and may not have more than 30 people in total. And, if they are in the open air, the maximum authorised capacity will be 200 people. Without prejudice to the restrictions set out in Order SND/440/2020, of 23 May.
Minor works inside homes
The suspension of activities related to intervention works in existing buildings is completely lifted. As well as inside the houses, even if these are occupied.
Modifications in Phase 2
The relief measures are extended over those established in Phase 0 and 1, for the territorial units that access Phase 2. There are no longer time slots for sports and walks. However, the time slot reserved for people over 70 years of age and dependents is maintained. And group meetings with friends or family of up to 15 people. Both at home and at the tables on the terraces of the bars.
Retail shops and similar services
No limitation of surface areas, including shopping centres and parks. We remind you of the above-mentioned publication.
Opening of hotel and restaurant premises.
With regard to the hostelry and restoration industry, the capacity is limited to 40% of its capacity indoors and 50% on terraces. This means that consumption should be table-top.
The Autonomous Communities and the autonomous cities, in their respective territorial areas, may modify the percentage of capacity. As long as they are not less than 30% or more than 50%.
Visits to supervised housing, residential centres for people with disabilities and residential centres for the elderly
The autonomous communities and the autonomous cities may allow in their territorial area the realization of visits to the residents of supervised housing, residential centres for people with disabilities and residential centres for the elderly, as well as the realization of walks by the residents.
Other changes made in Phase 2
- Activities in the field of culture are made more flexible on the restrictions established in Phase 1. Libraries, opening of exhibition halls to the public, visits to monuments and other cultural facilities, cinemas, theatres, auditoriums, premises and establishments for cultural events and performances.
- There is also flexibility in sporting activities, training and the opening of sports facilities and swimming pools for sporting use.
- Measures are established for the reopening to the public of recreational swimming pools and use of beaches.
- Group activities of active tourism and nature are made more flexible.
- Finally, the holding of congresses, meetings, business meetings and conferences promoted by any public or private entity is allowed. To this end, congress halls, conference rooms, multi-purpose rooms and other similar establishments and facilities will be opened. With a maximum capacity limited to 50 attendees.
