Phase 1 of adaptation and recovery of the activity is part of the process formed by four phases. Through which all territorial units will advance until the last one is reached. It began with Phase 0 on Monday May 4, and the forecast in the scaling to access the next phase is 15 days. So, depending on the evolution and the parameters that make up the panel of indicators, it could be completed in the period of 6 to 8 weeks.
With effect from 11 May, several territorial units will access Phase 1.

Application
The relief measures are extended over those established in Phase 0, for the territorial units entering Phase 1.
Freedom of movement is authorized, restricted to the province where the person resides. This is without prejudice to justified movements to another part of the national territory for health, work, professional reasons, etc.
Meetings of up to a maximum of ten people may be held. A minimum safety distance of two metres must be maintained or alternative measures of physical protection, hand hygiene and respiratory etiquette must be established. This limit will not apply to live-in persons.
Wakes and burials are also permitted (with a maximum limit of fifteen people in open spaces and ten people in closed spaces). Also the celebration and attendance to places of worship provided that it does not exceed one third of its capacity. In any case, the general measures of hygiene and physical distance established by the health authorities must be complied with.
Activities
Rules on hygiene and prevention common to all activities are established. Without prejudice to having to comply with those specific to each activity.
The following activities can be started:
- Retail shops and the provision of assimilated services.
- Outdoor terraces (hotel and catering).
- Hotels and tourist establishments.
- Educational and university centres.
- Provision of social services.
- Libraries.
- Museums.
- Cultural shows.
- Production activity and filming of audiovisual works.
- Professional and federated sports activities.
- Active tourism and nature activities.
