The payment of contributions of the Self-Employed of the Community of Madrid has been approved. Through the Continua Programme for the payment of these social contributions to self-employed workers in difficulty.
The purpose of the aid is to ensure the continuity of their business and try to avoid abandonment due to lack of liquidity as a result of the decrease in their activity due to the difficulties caused by the health crisis of the COVID-19.
The aid consists of the payment of the amount of social security contributions for the months of March and April 2020 for Self-employed in difficulty as a result of the COVID-19 health crisis.
This aid is in addition to that already announced for Madrid by CAM itself and the City Council.
Payment of contributions of the Self-employed of the Community of Madrid
Who can apply
All Self-employed who carry out their activity in the Community of Madrid. Who are registered in the Special Social Security Regime for Self-Employed Workers (RETA). This includes members of cooperatives, labour companies and trading companies. As well as those who are incorporated in an alternative social welfare mutual society. Provided that they meet one of the following conditions:
- Their activity has been negatively affected by the health emergency caused by the COVID-19.
- Have started their activity in March 2020 or have experienced, in March 2020, a reduction of at least 30% in turnover. With respect to the month of February 2020 or with respect to the month of March 2019
Requirements
The requirements are:
- Developing the activity in the Community of Madrid.
- To have experienced some of the events established in the previous section.
- To be registered with the RETA, or incorporated into the corresponding mutual insurance company, whether or not they have had to temporarily suspend their activity.
- Remain registered in the RETA, or incorporated in the corresponding mutual social provision society, for at least three months following payment of the subsidy.
- Be up to date with the payment of tax obligations to the State Administration and to the Community of Madrid, as well as to the Social Security or to the corresponding mutual benefit society, as the case may be.
Amount of aid
The amount of the grant will be 534€. Equivalent to the RETA fees for the months of March and April. Calculated on the basis of the minimum contribution to the scheme for common contingencies
Incompatible aid
Those who have benefited from this aid will not be able to benefit from it:
- The extraordinary benefit for cessation of activity referred to in Article 17 of RDL 8/2020 of 17 March on extraordinary emergency measures to deal with the economic and social impact of COVID-19.
- Aid or reduction of contributions granted by the corresponding social welfare mutual society.
- Aid from the Programa Impulsa for the self-employed in difficulty.
Deadline for submitting applications
The deadline for submission of applications is 17 April 2020. With the publication of the regulatory standards in the Official Gazette of the Community of Madrid. And it will be extended for one month from that date .
The presentation of applications, and, where appropriate, the documentation that must accompany them, will be made exclusively by electronic means. In accordance with article 14.3 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. And it must be done through the Electronic Registry of the Ministry of Economy, Employment and Competitiveness. Or in the remaining electronic registers of any of the subjects referred to in article 2.1 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.
For the presentation of the application by electronic means, it is necessary to have one of the recognised or qualified electronic signature certificates. They must be operational in the Community of Madrid and issued by providers included in the “Trusted List of Certification Service Providers”. Or any other electronic signature system that the Region of Madrid considers valid under the terms and conditions specifically established for each type of signature.
The interested parties may receive the electronic notification by registering in the Telematic Notification System of the Region of Madrid (NOTE).
