In this article we summarize the Aids for Self-employed of the Community of Madrid for the year 2019. These measures belong to the Entrepreneurship Program of the Ministry of Employment, Tourism and Culture.
To this end, in the Madrid Strategy for Employment, the Community of Madrid includes all the measures for hiring and entrepreneurship.
Along these lines, it has inaugurated an online calculator of recruitment incentives through which employers can consult the aid they can access in the recruitment of unemployed people.

Aids for the Unemployed who are constituted as Self-employed workers
Purpose of the aid
Promotion of self-employment in the Community of Madrid through the granting of subsidies to unemployed individuals who register as self-employed workers and who incur expenses necessary for the start-up of their activity.
Deadline for submission of applications
Three months from the date of commencement of the Self-employed worker’s activity. Must be presented after the start of his activity as a self-employed worker. And once the expenses have been made and the payments derived from the start-up of their activity have been made.
Beneficiaries
Unemployed individuals, who register as self-employed workers. Self-employed in the corresponding Social Security regime or in the mutual society of the corresponding professional association, in the subsidizable period.
You must not have carried out the same activity in the 6 months prior to the date of registration as a self-employed person.
Included
Members of Communities of Assets / Civil Societies. Members of administrative bodies of mercantile societies and worker members of cooperatives or labour societies. The amount of the eligible expenditure, in these cases, will be calculated in proportion to their participation in said activity.
Excluded
Self-employed persons as collaborating family members of the owner of the holding, family members of partners or members of the governing bodies of commercial companies.
Applicants must justify expenses related to their registration on their own account, for a minimum amount of € 1,000.
Eligible expenses
- Fees of Notary, Registrar and Technical Engineers as a consequence of the constitution and start up of the business activity.
- Fees for Lawyers, Consultants and agency expenses related to the constitution and start-up of the business activity.
- Registration of patents and trademarks.
- Necessary expenses for the replacement and/or transfer of the business, including diagnostic studies and advice or the necessary assistance.
- Health inspection fee and town planning licences.
- Rental of premises for the development of the activity, as well as rental of rooms for the temporary provision of services in coworking spaces or private business incubators, referring to the months corresponding to the eligible period.
- Development of web page and other applications of electronic commerce that are necessary for the exercise of the activity.
- Those expenses incurred for the maintenance, repair and upkeep of the premises for the professional activity to be carried out by the applicant.
- Expenses related to the Compulsory Prevention Service for the self-employed who hire their first worker.
- All expenses incurred for registration on the Internet. Or for access through licenses to the use of specific computer programs. Excluding in all cases the acquisition of professional software.
- Expenses arising from compliance with data protection regulations.
- Research and development expenses corresponding to the financial year to which the subsidy is charged.
- Advertising and publicity expenses (with the exception of public relations).
- Premiums for civil liability insurance and other insurance necessary for the activity.
- Professional association fees.
- Expenses corresponding to the registration of gas and electricity supplies.
- Invoices for the consumption of water, internet, gas and electricity corresponding to the premises where the business activity is carried out, and in relation to the months eligible for subsidy.
- Expenditure on tangible and intangible fixed assets not provided for in the foregoing letters.
VAT and other expenditure that may be subsidised, subsidised or exempted by other public or private bodies or institutions will not be considered eligible expenditure.
Subsidy Amounts
The final amount of the aid will be 80% of the justified costs, in conformity with the eligible costs.
The minimum amount of subsidy will be 750€ and the maximum in general will be 2.500€.
Improvements on the amounts
- Specific collectives. In all the following cases the maximum amount to subsidize will be 3.080€.
- Unemployed young people under 30 years of age
- Women who are unemployed
- Unemployed persons over 45 years of age
- Long-term unemployed. Have been registered with an employment office for at least twelve of the previous eighteen months.
- Women victims of gender-based violence
- Victims of terrorism
- Disabled persons with a degree of 33 % or more.
- Investment in tangible and intangible fixed assets. In the event that the application includes expenses for tangible and intangible fixed assets, the amount of the subsidy will be increased in general, up to 4.000€. In the case of groups indicated in the previous paragraph, up to 4.580€. The increase of these amounts will be exclusively to cover these expenses.
The granting of the aid is conditioned to an expense with its corresponding payment in a period of three months prior to the date of commencement of the activity and the two months subsequent to said commencement.
Minimum obligations of beneficiaries
To remain registered with the corresponding Social Security or mutual insurance scheme of the Professional Association as a person carrying out the activity, for at least two years.
Aids for the self-employed of the Community of Madrid. Flat Rate Extension
Compatible with the above, there is aid for the extension for a maximum of twelve additional months of the flat rate of social security contribution of the Ministry of Employment and Social Security (currently €60).
At the end of the initial period of the state incentive, the Aid for the Self-Employed of the Community of Madrid begins. This will allow them to maintain the cost of paying their Social Security contributions for an additional 12 months. Upon request to be submitted in the 4 months prior to the completion of the year in high.
If the self-employed person withdraws, he or she will have to repay the amount unduly charged.

Beneficiaries
Those who have capitalised the unemployment benefit or cease of activity in the form of a lump sum payment for their current value or total capitalisation. Certified by one of the managing offices of the Public State Employment Service (SEPE). And whose job is in the Community of Madrid.
Amount of aid
If the registration is in the Self-employed Regime, the maximum subsidy is 50% of the minimum contribution base. However, if the registration is in the General Regime, 100% of the contribution paid by the worker is subsidised.
Eligible period
The same period of time to which you would have been entitled to unemployment benefit if you had not received your lump sum payment. This period begins on the day of registration with the Social Security and ends with the total number of days capitalized.
When applying for the period, it must be borne in mind that the subsidy is only granted once the monthly payments to the Social Security have been made and justified. It is therefore advisable to group the payments in periods of 3 to 6 months.
Deadline for Submission of Applications
It will be 6 months from the date of registration in the corresponding Social Security system.
Consequently, the monthly contribution documents will be presented as the beneficiary pays his/her monthly contributions to the corresponding Social Security system.
The deadline for submitting applications for discounts on monthly contributions ends 6 months after the monthly payment requested.
