The Trade Recovery at Phase Zero, or how the de-escalation plan for the retail trade starts.

Common relief measures are established for the whole country. Allowing mobility outside the home, mainly in the private sphere. And measures with a very low or no risk of contagion, as long as the safety indications are complied with, based on the responsibility and self-protection of the citizens. Individual sports activity without contact and walks, attention to family gardens, and the start of some economic activities with capacity control.

Activities
Retail shops of less than 400m2 (obliged to close on the occasion of the declaration of the state of alarm), hairdressers and beauty centres, repair and arrangement services, and the like may be reopened, as well as bars and restaurants opened only for takeaway service.
Peculiarities in the Trade Recovery at Phase Zero
- Customers must come by appointment and the attention must be individual, with a maximum of one customer per employee inside the establishment.
- Inside the establishments, the distance between people must be at least two metres, and if this is not possible, protective elements or barriers must be installed.
- In the case of services that do not allow the maintenance of the interpersonal safety distance, such as hairdressing salons, beauty or physiotherapy centres, the appropriate personal protection equipment must be used to ensure the protection of both the worker and the client, ensuring in all cases that the two-metre distance between one client and another is maintained.
- Preferential opening hours will be established for those over 65 years of age, which must coincide with the time slots for walks and physical activity for this group. (10:00 to 12:00 and from 19:00 to 20:00).
- Purchases must be made within the municipality of residence, except in the case where the product is not available within that municipality, in which case it would be possible to travel to the nearest municipality where it can be purchased.
Hygiene measures
To be applied in establishments and premises open to the public.
- Establishments and premises should carry out, at least twice a day, a cleaning and disinfection of the facilities with special attention to the most frequent contact surfaces such as door knobs, counters, furniture, handrails, dispensing machines, floors, telephones, hangers, carts and baskets, taps, and other elements of similar characteristics, according to the following guidelines
- One of the cleanings must be done at the end of the day.
- Disinfectants will be used as dilutions of recently prepared bleach (1:50) or any of the disinfectants with virucidal activity that are found in the market and that have been authorized and registered by the Ministry of Health. If a commercial disinfectant is used, the indications on the label should be respected.
- After each cleaning, the materials used and the personal protective equipment (hereinafter referred to as PPE) used must be safely disposed of. Subsequently, hands must be washed.
- A break may be taken during the day, preferably in the middle of the day, for maintenance, cleaning and replacement.
- Likewise, cleaning and disinfection of the workstations shall be carried out at each change of shift. With special attention to:
- counters
- screens
- keyboards
- payment terminals
- touch screens
- workplace tools
- and other elements susceptible to manipulation, paying special attention to those used by more than one worker
Preventive measures for staff
To provide services in these establishments
- Workers who enter their jobs may not have symptoms of coronavirus or be in quarantine because of contact with someone who is ill.
- All workers must have personal protective equipment appropriate to the level of risk. And to have at their disposal, in the workplace, hydroalcoholic gels with virucidal activity authorized and registered by the Ministry of Health for hand cleaning. Or when this is not possible, water and soap.
- The use of masks will be obligatory when the interpersonal safety distance of approximately 2m cannot be guaranteed. Between the worker and the client or between the workers themselves.
- All personnel must be trained and informed about the correct use of the aforementioned protective equipment.
- The above shall also apply to all workers of third companies providing services on the premises or establishment. Whether on a regular basis or on a one-off basis.
- Fingerprinting shall be replaced by any other system of time control that guarantees adequate hygienic measures for the protection of the health and safety of workers. Or the clocking-in device shall be disinfected before and after each use. Workers shall be warned of this measure.
- The layout of the work stations, the organisation of shifts and the other working conditions present in the centre must be modified as necessary to ensure that the minimum interpersonal safety distance of 2m between workers can be maintained. This is the responsibility of the owner of the economic activity or the person to whom he or she delegates.
- The distance measures provided for in this order must be complied with, where appropriate, in the workers’ changing rooms, lockers and toilets. As well as in the rest areas, dining rooms, kitchens and any other area of common use.
- If a worker begins to have symptoms compatible with the disease. The telephone number provided by the corresponding autonomous community or health centre will be contacted immediately. The worker will have to leave his/her work post until his/her medical situation is assessed by a health professional.
Protective measures applicable to clients
Inside the establishments and premises
- The time spent in the establishments and premises will be the time strictly necessary for customers to make their purchases or receive the service.
- In establishments where it is possible to provide personalised attention to more than one customer at the same time. The interpersonal safety distance of 2m between customers must be clearly indicated. With marks on the floor, or by the use of beacons, posters and signs. In any case, the attention to clients cannot be carried out simultaneously by the same worker.
- The establishments and premises must make available to the public hydroalcoholic gel dispensers with virucidal activity authorized and registered by the Ministry of Health. At the entrance of the premises, and must always be in condition of use.
- In the establishments and commercial premises that have self-service areas. The service must be provided by a worker of the establishment.
- In order to avoid direct manipulation by the clients of the products.
- Test products may not be made available to customers.
- In establishments in the commercial textile sector, and in clothing and similar arrangements. Tester rooms shall be used by one person only and shall be cleaned and disinfected after use.
- In case a customer tries on a garment that he does not subsequently purchase The owner of the establishment shall implement measures to ensure that the garment is sanitized before it is made available to other clients.
