The granting of a Subsidy for Self-employed persons belonging to the Self-Employment Promotion Programme is modified as a result of the change in the Order of the Ministry of Labour.
What is the purpose of this Subsidy for Self-Employed?
The purpose of this Subsidy for Self-Employed is to facilitate the constitution of the unemployed into self-employed or self-employed workers.
Who are the possible Beneficiaries?
This Subsidy for Self-Employed is aimed at unemployed people. They must be registered as claimants in the Public Employment Services when they establish themselves as self-employed workers.
Subsidy for the Self-Employed. Types
Subsidy for establishment as a self-employed person
The amount will be determined by the competent Public Employment Services. Graduating according to the difficulty of access to the labour market of the applicant. According to their inclusion in one of the following groups:
- First of all, unemployed in general: €5,000
- Those unemployed persons under 30 and over 45: 6,000€.
- Unemployed women: €7,000 Unemployed with disabilities.
- Young unemployed registered in the National Youth Guarantee System: €7,000 and €9,000 in the case of women.
- Unemployed with disabilities: €8,000.
- Unemployed women with disabilities: €10,000
They will also be increased by 10% when it is proven to be a victim of terrorism or a woman victim of gender violence.
The granting of this Subsidy for Self-Employed will be conditional on the beneficiary making an effective, justifiable expense of at least €5,000 (taxes not included) in tangible or intangible fixed assets, rents, goods or raw materials necessary for the development of the activity between the three months prior to and the six months following the start of the activity.
The beneficiary must have a Business Plan. It must include its organisation, necessary resources, financial and investment plan and viability plan for carrying out the activity.
Application Deadline:
Between six months prior to the date of commencement of activity and three months after the date of commencement of activity.
Financial subsidy
Its purpose is to reduce the amount of interest on loans intended to finance investments for the creation and implementation of self-employment projects.
The amount will be determined by the competent Public Employment Services. Graduating according to the difficulty of access to the labour market of the applicant. In accordance with their inclusion in any of the following groups and having as limit the following amounts:
- First of all, unemployed in general: €5,000
- Those unemployed persons under 30 and over 45: 6,000€.
- Unemployed women: €7,000 Unemployed with disabilities.
- Young unemployed registered in the National Youth Guarantee System: €7,000 and €9,000 in the case of women.
- Unemployed with disabilities: €8,000.
- Unemployed women with disabilities: €10,000

Characteristics:
First of all, the loans will have to be formalised between the three months before and the six months after the start of the professional activity.
They must be granted by those credit institutions that have signed an agreement with the Ministry of Labour or with the State Employment Public Service.
The interest may be fixed or variable. Taking as a reference for the calculation of the subsidy the one established by the credit institution at the time the loan is granted.
The subsidy will be paid directly at once to the financial entity that granted the loan, which will carry out the repayment of the principal of the loan.
There shall be no repayment or early cancellation of the loan which is the subject of this subsidy. Failure to comply with this requirement will result in the total or partial repayment of the subsidised amount.
Interest on loans for investments in intangible fixed assets shall be financed from these grants. Such as computer applications, expenditure on entry fees for administrative concessions or franchises and industrial or intellectual property and investments in tangible fixed assets, such as refurbishment and renovation of premises, acquisition of machinery and computer equipment, as well as for first establishment expenses (notaries, land registry, registration of property, professional fees, advertising or propaganda). Up to 25 % of the amount of the loan may be used to finance the purchase of stocks.
In any case, the beneficiary must make a justifiable effective expenditure of at least €5,000 (taxes not included). In a period of between three months prior to and six months after the start of the activity.
Finally, the beneficiary must have a Business Plan of the activity to be carried out. It must contemplate its organization, necessary resources, financial plan and investments. And also a viability plan to carry out the activity.
Deadline for application:
Between six months prior to the date of commencement of activity and three months after the date of commencement of activity.
Grant for technical assistance
Partial financing of the outsourcing of services necessary to improve the development of business activity. Such as feasibility studies, commercialization, diagnosis or others of a similar nature.
The amount will be up to 75% of the cost of the services provided with a maximum of €2,000. Expanded by 10% if it is proven to be a victim of terrorism or a woman victim of gender violence.
It will be granted once only. The technical assistance services that the beneficiary has received and that have been developed and paid in full in the period of 3 months before and 6 months after the start of the activity are eligible for subsidy.
Deadline for application:
In the six months following the date of commencement of activity.
Subsidy for training
Partial financing of courses related to business management and new information and communication technologies. In order to cover the training needs of the self-employed and specific aspects linked to the specific activity to be carried out by the beneficiary.
The amount will be up to 75% of the cost of the courses received with a maximum of €3,000. Extended by 10% if it is accredited to be a victim of terrorism or a woman victim of gender violence.
It will be granted only once. The technical assistance services that the beneficiary has received and that have been developed and paid in full in the period of 3 months before and 6 months after the start of the activity are eligible for subsidy.
Deadline for application:
In the six months following the date of commencement of activity.
Application deadlines (single transitory provision).
In addition to those indicated above. For companies created between 5/07/2014 and the entry into force of this order, the application deadline will be 02/01/2019.
