Neotec 2023 aids are available from the CDTI to finance the start-up of new business projects that require the use of technologies. Or, the use of knowledge developed from research activity and in which the business strategy is based on the development of technology.
Its purpose is to give priority with a higher intensity of aid to those proposals that include the hiring of people with a doctorate degree. In order to reinforce the capacity of generation and absorption of knowledge in companies.
And also, to reinforce support for business projects led by women, to promote equality in entrepreneurship in technology-based companies.
Neotec 2023 Aids
It should be noted that they are incompatible with any previous or subsequent Neotec aid. Although it is compatible with other aids if the maximum subsidy limits are not exceeded.
In addition, no reasoned report is generated.
The application period for these aids is from February 28th, 2023 until April 20th, 2023 at 12:00hrs.
Amount of the Neotec 2023 Aids
The total budget of these aids is 40,000,000 Euros. 5,000,000€ will be earmarked for companies led by women.
The amount of the subsidy will be 70% of the financeable budget. With a maximum of €250,000.
Provided that they include the hiring of at least one doctor, the subsidy will be up to 85% of the financeable budget. This time with a maximum of €325,000.
The gross salary of the doctor must be between €30,000 and €50,000.
Possibility of accessing a course at the “Enterprise Innovation Institute” of the University of Georgia (Atlanta, USA) to reinforce the company’s training. The amount of the aid may be increased up to €10,000 for those actions that request this training and meet the requirements.
Up to 60% of the aid may be advanced, with a maximum of €150,000. And the rest, after justification.
Who are the beneficiaries of these aids?
They are aimed at small innovative companies that meet a series of requirements:
- Constituted at most in the three years prior to the closing date of the application period (April 20, 2020).
- Established at least 6 months before the application deadline (October 20, 2022).
- Minimum share capital of €20,000 (fully paid up and fully registered in the corresponding registry).
- To be up to date in the fulfillment of the obligations of deposit of CCAA in the Mercantile Registry.
- They must not have taken over the activity of another company, nor have arisen from a concentration operation.
- They must not have obtained Neotec aid in the past.
- Not be listed on the stock exchange (except for alternative trading platforms).
- Not to have distributed profits.
Neotec 2023 aids for women
More than 50% of the company’s board of directors must be made up of women, natural persons, at least three months prior to the deadline for submitting applications.
In the event that there are legal entities that are part of the administrative body of the company, these may not represent a percentage of more than 25% of the same. From at least the date of the end of the deadline for submitting applications.
One of these two criteria must also be met:
- Majority ownership of the company’s capital stock by women. More than 50% of the participations or shares that make up the company’s capital stock must be owned by women, individuals. Since at least the end of the deadline for submitting aid applications for this call.
- Relevant participation of women in the aid project.
Types of projects
For projects that start in 2023, after the submission of the aid application and until December 31, 2024.
It is necessary to respect the DNSH principle.
The aids can be destined to business projects in any technological and/or sectorial field. However, business models that are mainly based on services to third parties, without developing their own technology, are not valid.
Nor will aid be granted to those initiatives that do not clearly reflect in their business plan the continuity in the development of technology.
Eligible expenses
The minimum budget is €175,000.
Costs derived from the start-up of a new business project of innovative companies are subsidized, provided that they are included in the business plan and are necessary for the development of the same.
In this call will also be eligible for subsidies:
- Investments in equipment.
- Personnel expenses, with a maximum cost/hour of €40.
- Personnel with labor contract.
- Self-employed personnel:
- Performing management and direction tasks. As Director or administrator.
- Providing other services for the capital entity benefiting from the aid CDTI, for profit and on a regular, personal and direct basis, provided that they have effective control, direct or indirect, of that entity.
- Working partners of the Associated Work Cooperatives.
- Economically dependent self-employed personnel cannot be imputed (External collaboration).
- Cost/hour maximum of 40 €/hour.
- Materials.
- External collaborations/consulting.
- Maximum subcontracting: 50% of the financeable budget.
- The subcontracted entities must be up to date with payments to the corresponding administrations.
- When the subcontracting is greater than 20% of the budget or the amount is greater than €60,000:
- The contract shall be concluded in writing.
- The subcontracting must be authorized by the CDTI. It is necessary to include a report justifying the need for subcontracting to achieve the objectives of the project.
- Three bids are required if the cost exceeds €15,000.
- Dated prior to the contracting of the service.
- They must be provided in the justification or application.
- Subcontracting of related entities: Authorization request must be attached.
- Promotion and dissemination expenses.
- Training expenses.
- Other costs: Rents, supplies, royalties and licenses, application and maintenance expenses for patents and other IP rights, insurance and others.
- Promotion and dissemination expenses.
- Training expenses, according to requirements.
- ROAC audit. Maximum €2,000 per year.
Neotec 2023 aid evaluation criteria

Assessment of the project’s commercial exploitation plan
The following will be evaluated:
- Business model.
- Revenue generation forecast.
- Potential market.
- Market entry barriers.
- Competition.
- The advantages of the product/process/service.
Scoring from 0 to 30 points, with a minimum acceptable score of 15 points.
Assessment of the technology and innovation of the project
The following will be evaluated:
- The proposed technology.
- The technological need and its differential value.
- The innovation and technical challenge.
- The intellectual and industrial property management plan.
- The quality and clarity of the presentation of the proposal.
Scoring from 0 to 35 points, with a minimum acceptable score of 21 points.
Management capacity of the entrepreneurial team involved in the business development
It will be valued:
- Competence and previous professional training and experience in relation to the project.
- Degree of commitment and dedication of the technical and management team to the business project and its relationship capacity.
- Linkage of the team with networks and environments that support entrepreneurship.
Scoring from 0 to 30 points, with a minimum acceptable score of 15 points.
Assessment of the socioeconomic and environmental impact
The following will be assessed:
- Job creation foreseen in the business plan.
- Private investment mobilized.
- Measures aimed at gender equality, social inclusion and sustainability.
Scoring from 0 to 5 points.
Required administrative documentation
First of all, the annual accounts for 2021.
In addition, the dDeposit of said accounts for 2021.
Also, accreditation of compliance with the obligation to deposit accounts, at least until the 2021 financial year. With an informative note from the Mercantile Registry, or corresponding official registry, showing the last accounting deposit and the content of the special situations, if any.
Accreditation of the inscription in the Census of businessmen, professionals and withholders of the State Agency of Tributary Administration.
Accreditation of the representative powers.
For the companies located in the Basque Country or Navarre, obligatory the foral certificates of fulfillment of tributary obligations.
Finally, certificate of bank ownership.
Documentation to be prepared for the application
Basically there are four additional documents:
Firstly, the Technical Report.
Also, the request for subcontracting between related companies.
Without forgetting the report justifying compliance with the DNSH principle.
Finally, responsible declarations and written commitments.
