The tourist voucher of the Community of Madrid comes into force by agreement of September 1, 2021 of the Governing Council. It is an incentive program for the demand of tourist products of the Community of Madrid. (BOCM 06/09/2021).
Since yesterday November 16 for users and since last November 10 for companies, this incentive program is open to the tourism sector as a direct subsidy. And exceptionally, through the Chamber of Commerce and Industry of Madrid, as a collaborating entity, depository and distributor of the endowed funds.
Tourist voucher of the Community of Madrid
The program consists of financing a part of the cost of the services provided by Travel Agencies and Tourist Accommodations. Located and exercising their activity in the Community of Madrid.
As Tourist Accommodations are considered (art.6):
- Hotels
- Hotels-apartments
- Hostels
- Pensions
- Guesthouses
- Hostels
- Tourist Camps
- Tourist Apartments
- and Rural Tourism Establishments.
In order to join the program, the “tourism companies” must register through the computer platform designed for the management of the program. Completing all the required information, in addition to presenting the corresponding responsible declaration related to the “de minimis” aids. For other aid received in the current and previous two fiscal years, indicating the granting entity, amount and date.
After the adhesion and acceptance, a private area will be enabled for the same. Accessible by means of user and password for:
- program management
- consultation of requests for tourists applied to your establishment
- incorporation of supporting documents to the voucher applications
- and data maintenance.
What does the aid consist of?
The consumption of tourist products and services will be subsidized through a 50% reduction of the purchase price of such products and services.
What items are eligible?
- The services and products provided by the tourist companies located in the Community of Madrid that include the hiring of a minimum stay of one night.
- Services and products marketed by travel agencies located in the Community of Madrid and whose consumption is carried out in the Community of Madrid.
Nature and Amount of the aid
The amount of the aid will be 50% of the products and services, including VAT. And up to a maximum of 600 € per aid granted.
The amount of the aid will be deducted to the user by the “tourist company” adhered. In the invoice corresponding to the products and services that are the object of the subsidy.
During the validity of the program, each user may request one voucher per calendar month.
For tax purposes, the amount of the subsidy is a capital gain, which will be taxed in the beneficiary’s Personal Income Tax (IRPF).
Procedures
We distinguish between the user’s application and the justification for the tourism company.
Application procedure for users
Once registered in the program, users may apply for aid, with a limit of one aid per user in each calendar month. It is not possible to apply for a voucher until the previous one has been used.
Once the reservation is formalized in the “tourist company”, the application for the aid will be made at least ten calendar days prior to the date on which the services are to be consumed. That must be consumed in the forty calendar days after the formalization of the reservation.
The collaborating entity will analyze the application and will have to issue a resolution within ten calendar days from the completion of the application.
Procedure for justification and collection of the aid for the “tourist company”.
Once the subsidized services have been consumed by the user, within the following ten calendar days, the company will proceed to the justification before the collaborating Entity through the platform created for the management of the program.
- The invoice and proof of payment shall be provided.
- The collaborating entity will proceed to the payment by means of deposit in account during the thirty calendar days following the presentation of the supporting documentation.
Additionally, the company is obliged to advertise in the establishment with the material designed for this purpose.
Deadline for applications and duration of the program
For tourism companies the deadline will be from November 10, 2021 to April 30, 2022.
On the other hand, users will be able to register from November 16, 2021 to May 15, 2022.
