Given the current situation of the epidemic, the Community of Madrid is extending the preventive measures against Covid-19. Measures contained in Orders 1177/2020 and 1178/2020 of the Regional Health Department. The aim of these measures is to contain contagion from Covid-19.
These measures, which came into force on 21st of September, mainly affect mobility and capacity.
It will be in force for an initial period of 14 calendar days, which may be extended if required by the evolution of the epidemiological situation in the region.
In addition, 1,000,000 “tests” will be carried out on residents of the most affected areas.
Community of Madrid new preventive measures against Covid-19
All these measures, however, are pending judicial ratification. They can be summarised as follows:
- restrict mobility in 37 basic health areas
- 26 areas in Madrid city
- 11 areas in other municipalities
- and limit capacity (to 50%) and meetings throughout the region to a maximum of 6 people.
- Parks and gardens are closed.
They affect 13% of the Community’s population and today account for more than 24% of all infections.
Community of Madrid and the preventive measures against Covid-19 that affect the whole Community
These measures impose certain limitations which are:
- The meetings, both in public and private spaces, will be of a maximum of 6 people, unless they are cohabitants.
- The capacity in hotels and restaurants will be 75% at the table, 50% for consumption at the bar and 100% for the terrace. Respecting at all times the interpersonal distance of 1.5 meters.
The Regional Health Department reminds you that the penalties applicable for non-compliance with current health orders and protocols may range from 600€ to 600,000€.
Basic health areas affected
The basic health areas affected are
- Madrid City:
- Carabanchel: The districts of Puerta Bonita, Vista Alegre and Guayaba
- Usera: Almendrales, Las Calesas, Zofío, Orcasur and San Fermín
- Villaverde: San Andrés, San Cristóbal, El Espinillo and Los Rosales
- Villa de Vallecas
- Puente de Vallecas: Entrevías, Martínez de la Riva, San Diego, Numancia, Peña Prieta, Pozo del Tío Raimundo, Ángela Uriarte, Alcalá de Guadaira and Federica Montseny
- Ciudad Lineal: Doctor Cirajas, Ghandi, Daroca and La Elipa
- Fuenlabrada: The basic health areas of Alicante, Cuzco and Francia
- Getafe: The basic health areas of Las Margaritas and Sánchez Morate.
- Parla: The basic health areas of San Blas and Isabel II.
- San Sebastián de los Reyes: The basic health area of Reyes Católicos.
- Alcobendas: The basic health areas of Chopera and Miraflores.
- Humanes de Madrid: The whole municipality.
- Moraleja de En medio: The whole municipality.
Limitations in the affected areas
These are the following limitations:
Measures relating to mobility
- Restriction of entry and exit of persons, unless there are justified reasons:
- Attendance at health centres, services and establishments.
- Fulfilment of labour, professional, business or legal obligations.
- Attendance at teaching and educational establishments, including nursery schools.
- Return to the place of habitual residence.
- Assistance and care for the elderly, minors, dependents, disabled persons or particularly vulnerable persons.
- To travel to financial and insurance entities.
- To carry out required or urgent actions before public, judicial or notarial bodies.
- Renewals of permits and official documentation, as well as other administrative procedures that cannot be postponed.
- To carry out examinations or official tests that cannot be postponed.
- For reasons of force majeure or situations of necessity.
- Any other activity of a similar nature, duly justified and accredited.
- The circulation by road and highways that crosses some of these areas will be allowed when the origin and destination are outside any of these areas.
- Although the movement of residents within each area is permitted, the population is discouraged from travelling and carrying out non-essential activities.

Measures relating to the capacity
- Attendance at places of worship will be limited to one third of their capacity, respecting the interpersonal distance of 1.5 metres and the use of masks.
- Attendance at vigils is limited to 15 people in open spaces and 10 people in closed spaces, whether they are living together or not. A maximum of 15 people may attend, including the minister of worship.
- The capacity of establishments and commercial premises will be reduced by 50% and their maximum closing time will be at 10.00 p.m., except for the following:
- pharmaceutical, medical and veterinary establishments
- petrol station
- and others considered essential.
- Hotel and catering establishments will have their capacity reduced by 50%, both indoors and on the terrace, and consumption at the bar will not be allowed. The maximum closing time will be 22:00 hours, except for home delivery.
- The capacity of driving schools and private non-regulated education centres and training centres and sports facilities will be reduced by 50%, and the number of groups of 6 people will not be allowed to exceed the interpersonal distance of 1.5m.
- Practice may be carried out in sports facilities, both outdoors and indoors, as long as it does not exceed 50% of the maximum permitted capacity of the facility. Sports practice in groups is limited to a maximum of 6 people.
- Public parks and gardens as well as children’s playgrounds for public use will remain closed.
With all of the above, companies that are in these areas have reasonable doubts as to how to proceed. We are referring to companies with staff affected or not by an ERTE. Depending on each case, a detailed analysis of the situation must be made.
